Purpose

Since 2005, NIH has transitioned nearly 95% of its grant applications to an electronic submission process offered through Grants.gov. This includes transitioning from the PHS398 paper-based applications to the SF424 (R&R) family of forms. NIH now announces the availability of a pilot process for electronic submission of post-award Change of Grantee Organization applications. To implement this pilot process, NIH will publish a single parent Funding Opportunity Announcement (FOA) for all post-award Change of Institution (Type 7) requests.

During this pilot, post-award Change of Grantee Organization applications may still be submitted directly to the awarding IC as described in the NIH Grants Policy Statement (GPS). However, grantees are encouraged to pilot the new system to become familiar with it before use is required. More on the requirements for submitting Change of Grantee Organization applications can be found in Section 8.1.2.7 of the NIH GPS. Although the Change of Grantee Organization application process is detailed in the NIH GPS, NIH strongly encourages applicants to review the awarding IC's web site and discuss potential requests with the awarding IC before submission to ensure they meet the IC's requirements.

Please note this pilot is only available for post-award Change of Grantee Organization applications for activity codes currently submitted electronically through Grants.gov. Visit the list of Activity Codes Processed Electronically by eRA to determine if the activity code of the parent award has transitioned to electronic submission.

Additionally, Change of Grantee Organization requests for applications pending review and for applications pending award are not included in the pilot.

New Process for Electronic Submission of Change of Grantee Organization Applications

Beginning today, the pilot system will be available for submission of Change of Grantee Organization applications through Grants.gov.

If the activity code of the current award has transitioned to electronic submission, institutions may electronically submit, using the SF424 (R&R) Application Forms and Grants.gov/Apply. All requests must be submitted through the parent FOA for Change of Grantee Organization Applications published in Grants.gov. Applicants choosing this method will need to complete a full Change of Grantee Organization application package, using the SF424 (R&R) forms available on Grants.gov as detailed in the parent FOA.
