Since 2005 NIH has transitioned nearly 95% of its grant applications to an electronic submission process offered through Grants.gov. This includes transitioning from the PHS398 paper-based applications to the SF424 (R&R) family of forms. NIH now announces the availability of a pilot process for electronic submission of post-award Change of Grantee Organizational Status- Successor-in-Interest applications. To implement this pilot process, NIH will publish a single parent Funding Opportunity Announcement (FOA) Change in Grantee Organizational Status: Successor-in-Interest Applications for Existing NIH Grants (Type 6).
During this pilot, post-award Successor-in-Interest Applications for Existing NIH Grant Awards may still be submitted directly to the awarding IC as described in the NIH Grants Policy Statement (GPS). However, grantees are encouraged to pilot the new system to become familiar with electronic submission before use is required. More on the requirements for submitting Change in Grantee Organizational Status requests can be found in Section 126.96.36.199 of the NIH Grants Policy Statement (GPS). Although the Change in Grantee Organizational Status process is detailed in the NIH GPS, NIH strongly encourages applicants to discuss potential requests with the awarding IC before submission to ensure they meet the IC's requirements. Requests involving more than one awarding IC will continue to be coordinated by a lead IC.
Please note this pilot is only available for post-award Change in Grantee Organizational Status applications for activity codes currently submitted electronically through Grants.gov. Visit the list of Activity Codes Processed Electronically by eRA to determine if the activity code of the current award has transitioned to electronic submission.
Additionally, requests for Change in Grantee Organizational Status for applications pending review and applications pending award are not included in the pilot.New Electronic Submission Process for Change in Grantee Organizational Status Applications
Beginning today, the pilot system is available for submission of Change in Grantee Organizational Status applications through Grants.gov.
If the activity code of the current award has transitioned to electronic submission, institutions may electronically submit the Change in Grantee Organizational Status application using the SF424 (R&R) Application Forms and Grants.gov/Apply. All requests must be submitted through the parent FOA for Successor-in-Interest Applications published in Grants.gov. Applicants choosing this method will, upon direction from the lead award IC, complete a Successor-in-Interest application package using the SF424 (R&R) forms available on Grants.gov as detailed in the parent FOA. All applicants are encouraged to discuss potential requests with the awarding IC. Grantees should only submit Successor-in-Interest applications using this new process with the direction by the lead IC.
