TROPICAL STORM ALLISON DISASTER RELIEF:  ALLOWABLE COSTS UNDER NIH AND 
FEMA PROGRAMS

The following guidance is from the National Institutes of Health (NIH) 
and the Federal Emergency Management Agency (FEMA) to institutions that 
suffered damage or destruction to facilities, equipment, and/or 
supplies as a result of Tropical Storm Allison.  As your organization 
continues with the process of pursuing compensation for storm-related 
losses, please keep in mind that the following costs may be eligible 
for coverage under a FEMA disaster recovery claim: 

o  equipment
o  supplies including animals purchased for research
o  scientific materials that are commercially available including reagents

FEMA support is subject to a mandatory cost share requirement. 
Institutions should consult your facilities department to assure that 
losses are presented to FEMA as part of your institution's overall 
claim.  As discussed in the NIH Guide Notice of June 22, 2001 
(https://grants.nih.gov/grants/guide/notice-files/NOT-OD-01-045.html), 
NIH will consider requests for administrative supplements for 
extensions in time that include personnel costs, and replacement of 
equipment, supplies and unique resources damaged or lost as a result of 
the storm.  The amount of funds available for NIH administrative 
supplements is limited.  So in order for your organization to obtain 
maximum compensation for storm-related losses, your organization is 
encouraged to limit the scope of requests to NIH to those costs that 
are not eligible for coverage under FEMA regulations.  These include 
the personnel costs associated with research efforts.
