Purpose

The National Institute of Neurological Disorders and Stroke (NINDS) announces an administrative supplement program to promote global health research involving training and capacity building in low-to middle-income countries.  The NINDS has set aside 2 Million dollars in Fiscal Year 2010 to award approximately 25 administrative supplements. 

Background

The mission of the NINDS is to reduce the burden of neurological disease – a burden borne by every age group, by every segment of society, by people all over the world.  To achieve this mission, the NINDS supports basic, translational and clinical research, and research training on the causes, prevention, diagnosis, and treatment of illness of the nervous system.  Neurological disorders such as epilepsy, neurodevelopmental delay, nervous system infections, and traumatic brain injury constitute major sources of disability in the developing world.  In recent years, the prevalence of stroke and neurodegenerative disorders is rising rapidly and is becoming a significant health burden in low- and middle-income countries.  However, global health research, training and capacity building activities in the developing world (particularly in low-income countries) is inadequate to meet the region’s growing needs.

To advance global health research and research capacity building in neurological disorders and stroke, the NINDS encourages collaborations between NINDS-funded investigators and investigators from low- or middle-income countries.  The goal of this supplement program is to strengthen existing research and research training and to support capacity building and the sustainability of activities aimed at lessening the global impact of neurological diseases and stroke.  The proposed studies must be within the scope of the peer-reviewed activities specified within the NINDS-supported parent award.

Proposed work should enhance the research and research training scope of the parent project.  Potential topics include, but are not limited to:

Eligibility

This program will provide administrative supplements to NINDS-funded Research Projects (R01, R37, R21), and Cooperative Agreement Awards (U01) that either directly or via at least one component that address global health related research and research training.  Parent awards must be actively funded at least through July 31, 2010 in order to be eligible.  Parent awards that are under no-cost extension before July 31, 2010 are not eligible.

The World Bank main criterion for classifying gross national income (GNI) will be employed for this program to determine low- or middle-income country eligibility. (See World Bank country income classification tables http://www.worldbank.org/data/countryclass.html). 

Before submitting an application for an administrative supplement, all grantees should communicate with their Program Director(s) to discuss the planned application. 

IMPORTANT:  The research proposed by the NIH grantee in the supplement application must be within the original scope of the NIH-supported grant project.  The funding mechanism being used to support this program, administrative supplements, can be used to cover cost increases that are associated with achieving certain new research objectives as long as they are within the original scope of the project.  Any cost increases need to result from making modifications to the project in order to take advantage of opportunities that would increase the value of the project consistent with its originally approved objectives and purposes.

Submitting an Administrative Supplement Request

To be considered for an administrative supplement, submit a request in writing to the NINDS, not to the Division of Receipt and Referral, Center for Scientific Review. The request must be signed by the authorized Business Official and describe the need for additional funding and the categorical costs.

Requests under this notice should use the PHS 398 forms (rev. 6/2009; available at https://grants.nih.gov/grants/funding/phs398/phs398.html) and include the following elements in the request packet. Font size restrictions apply as designated within the PHS398 (rev. 6/2009) instructions.)

1) Cover Letter - Citing this Notice (NOT-NS-10-019), a request for an Administrative Supplement, and the following information:

 (If the activity involves the submission of two independent administrative supplement requests, the name, institution, and NINDS grant number of the collaborating PI should also be provided, as well as the additional documents listed under “How to Apply”)
The cover letter must be signed by the authorized organizational representative/institutional official.

Note: The project “summary” is that of the administrative supplement, not the parent grant.

4) A brief proposal describing the project, including:

a) A one page introduction.

b) Scope of the overall project and the anticipated contribution of the requested supplement (not to exceed five pages). Provide a brief description of the scope of the overall project on which the supplemental request is based.

This section should include a description of the supplement's specific aims, including research design and methods and data analysis.  Describe the relationship of the supplement request to the parent grant. 

c) Budget for the supplement with a justification that details the items requested, including Facilities and Administrative costs, personnel costs, supplies, travel and other expenses.  See Budget and Funding Information below.

d) Biographical Sketch for all new key personnel (those who are additions on the supplemental project) MS Word  PDF

e) Resources page(s) for new key personnel not named in the parent grant(s).

f) Human Subjects/ Vertebrate Animal documentation (if applicable). Include a current Human Subjects/IRB or Vertebrate Animals/IACUC approval letter, if available. Otherwise, this will be required at the time of funding. All appropriate IRB and IACUC approvals must be in place prior to a supplement award being made. 

Any differences in the involvement or use of human subjects or specimens, or use of vertebrate animals, between the administrative supplement activity and the parent grant should be noted.  When appropriate, details should be provided on the protection of human subjects and inclusion of women, children, and minorities.  Additional guidance on Human Subjects Research and Vertebrate Animals is provided under Part II of the PHS 398 instructions (http://grants1.nih.gov/grants/funding/phs398/phs398.html).

Selection Factors

Administrative supplement requests will be reviewed administratively by NINDS Program and Grants management Staff.  Awards will be determined on the selection factors listed below and the availability of funds.  All funding decisions are final and not subject to appeal. Selection factors will include the following:

Budget and Funding Information

For FY 2010, 2 million dollars will be available for administrative supplements to existing research projects, with up to 25 awards anticipated.

Applicants may request up to $50,000 in direct costs for the one-year duration of an administrative supplement under this program.  At least one collaborating investigator must be the Principal Investigator on the NINDS supported parent grant.  This PI may use the funds to support: his or her collaborative activity including research and research education in the partner low- or middle-income country, the participation of a collaborator/co-investigator at their home institution, or subcontract to an outside investigator(s) to support their involvement in the low- or middle-income country.  The maximum direct cost request for an individual NINDS grantee is $50,000.  The duration of each award is limited to one year. Applicants must submit a budget using the same budget format as was used for the parent award.  Any no-cost extension must be in place before submission of the revision application. Facilities and Administrative (F&A) costs will be paid at the full, negotiated rate. Salary support for the PI, co-investigators, and collaborators is not permitted. 

Reporting

At the end of the activity, supported investigators will be required to submit a brief (1-2 pages) summary of the progress of research and/or research training, relevant publications, and plans for future collaborations.  Sharing of any data, resource, tools and training materials developed with these funds should also be described within the summary.

How to Apply

This is a one-time announcement.  Applications must be received on or before July 16, 2010.  Do not send applications to the NIH Center for Scientific Review. 

Submit one original, hard copy of the request packet (with original signatures of the authorized business official) to the address listed below.  Applications may also be submitted electronically as an e-mail attachment in PDF format with clearly visible signatures from the PD/PI and Authorized Organizational Representative (AOR).  Collaborative activities that involve more than one administrative supplement request (associated with different NINDS grants and, potentially, different institutions) should note this clearly in the e-mail communication.  In these cases, only one complete application should be submitted along with a separate cover letter, budget page with justification, face page, and any biosketches/letters/resource pages pertinent to the additional site.  The role of each site should be clearly delineated within the body of the application.
