The purpose of this notice is to clarify the implementation dates for "Notice of Change in NlNR R03 Applicant Eligibility Criteria (NOT-NR-07-002) which was published in the NIH Guide on February 9, 2007. For new applications in the next submission cycle June 16, 2007 and beyond, NINR will restrict the use of the R03 mechanism to new investigators. New applications submitted on or prior to the February 16, 2007 receipt date, and their resubmissions (previously referred to as "revised," or "A1" and "A2 applications) will not be subject to this new policy.

For purposes of review and funding, applicants are considered new investigators if they have not previously served as a Principal Investigator (PI) on any DHHS-supported research project other than a small grant (R03), an Academic Research Enhancement Award (R15), an exploratory/developmental grant (R21), NRSA Individual Research Training Mechanisms (F31, F32, F33), or certain mentored research career development awards for persons at the beginning of their research career (K01, K08, K22, K23, K25, K99/R00). Current or past recipients of Independent Scientist and other non-mentored career awards (e.g. K02, K05, K24, and K26) are not considered new investigators.
