Instructions for Previously Unsuccessful NIMH B/START Applicants

The NIMH B/START program announcement is no longer active.   The final submission date for the program was October 1, 2006.  Investigators who were unsuccessful in obtaining funding through this program have several options for future submissions.  If the former B/START application will be substantially revised and the scope extended by new experiments and new aims, this constitutes a legitimately new project and you may submit this as a “new” small research grant R03 under the parent R03 announcement (http://grants2.nih.gov/grants/guide/pa-files/PA-06-180.html) using the standard submission dates (February 16, June 16, October 16; or for AIDS-related applications: May 7, September 7, or January 7).  Alternatively, a former B/START application with less substantial changes may be revised and resubmitted as an amended small research grant application, R03).  As such, the application should be written with a 1-page introduction to summarize changes and address the prior summary statement; should specify where text has changed in the research plan; and should use the resubmission receipt dates for the standard small research grant program (consult Application Guide SF424 (R&R) for more details).  (Resubmission (amended) R03 receipt dates are March 16, July 16, and November 16, or for AIDS-related applications, dates remain as noted above: May 7, September 7, or January 7, as specified at:  http://grants.nih.gov/grants/funding/submissionschedule.htm.)  Please also see NIH guidance on what constitutes a sufficient change in scope to justify submission as a new versus a resubmission application at http://grants1.nih.gov/grants/guide/notice-files/NOT-OD-07-015.html.

For either option of submitting as a new or a resubmission application, please be aware that the electronic application kit MUST come from the R03 announcement that is used (for example, the NIH-wide Parent R03 announcement, http://grants2.nih.gov/grants/guide/pa-files/PA-06-180.html). 

A total of three submissions only are allowed for a particular R03 application:  the original submission and 2 resubmissions (amended, or A1 and A2 applications).  Further resubmissions are not allowed.  R03 research grant applications are assigned for review to CSR or NIMH study sections depending on the scientific topic of the application.

Although not required, applicants should consider contacting the assigned NIMH program officer to discuss the pros and cons of submitting a new versus a resubmission application.
