Purpose

The National Heart, Lung, and Blood Institute (NHLBI), intends to promote a new initiative by publishing a Request for Applications (RFA) to solicit applications for the establishment of Research Centers at Minority-Serving Institutions.   This program will help to obtain and retain a critical mass of scientists at minority-serving institutions, while growing research programs that have already been developed.  The overall purpose of the program is to support minority-serving institutions in strengthening scientific faculty; augment predoctoral and postdoctoral science education and research training; and to improve research capabilities and resources in biomedical and behavioral research related to heart, lung, blood, and sleep diseases and disorders.    The program is intended to occur in two phases:  Phase I (faculty recruitment of a successful external scientist, and establishment of the External Advisory Board) and Phase II (the development of the research program and operations).  The RFA to be published in reference to this Notice will support Phase I only.  Phase II will be awarded based on success in Phase I, under a separate RFA to be released at a later date.  However, applicants will be expected to describe their transition to and research plans for Phase II in the Phase I application.  The ultimate goal of this program is to build a research program and move to a sustainable research infrastructure, allowing the institutions and investigators to become fully competitive.  

This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. 

The RFA is expected to be published in Winter 2010 with an expected application receipt date in June 2010.   

This RFA will utilize the P30 grant mechanism.
