The National Heart, Lung, and Blood Institute is committed to the career development of clinically trained research scientists and recognizes the importance of their contributions to research. The provision to allow clinical scientists protected time in a mentored environment to conduct research is among our most important priorities in the training and career development of future investigators. However, it is acknowledged that individuals in medical specialties that require significant clinical activity in order to maintain specialty clinical competency skills are unable to devote the required level of effort (at least 75%) to research activities on mentored career development awards.

The purpose of this notice is to announce a pilot program for the mentored career development awards that will allow applicants to request less than the required 75% effort for the specific purpose of maintaining specialty clinical competency skills. Under this pilot program, K08 and K23 applications from individuals in the medical specialties listed below will be allowed to submit applications with their effort being less than 75%, but no less than 50%. Applicants requesting less than 75% must provide a justification clearly stating the reasons for the reduced amount of effort.

This pilot program will be offered for the following limited number of medical specialties: cardiothoracic and vascular surgeons; interventional cardiologists; and electrophysiology cardiologists who are unable to devote 75% of their effort to research activities when they need significant clinical activity to maintain their specialty skills.

The allowance for the reduction in percent effort for the specific purpose of maintaining specialty clinical competency skills will be effective beginning with applications meeting the June 1, 2006, receipt date. All other aspects of the PAs and RFAs that solicit applications for mentored K awards are unchanged. Salary will be prorated within the NHLBI caps accordingly.
