The purpose of this notice is to clarify the submission of application requirements for PA-04-028. The competing continuation application must be a continuation and logical extension of a previously completed NHLBI-supported Phase II (R44) SBIR grant focusing on research and development of a product ultimately requiring Federal regulatory approval and clinical testing before licensing. NHLBI grantees seeking SBIR Phase II competing continuation funding must submit an application no later than the first six receipt dates following expiration of the previous Phase II project budget period. Other eligibility requirements for a Phase II competing continuation grant are identical to those for the initial Phase II (R44) applications and can be found at http://grants.nih.gov/grants/funding/sbir.htm and in the PHS 398 http://grants.nih.gov/grants/funding/phs398/phs398.html.
