Purpose

The purpose of this Notice is to reaffirm the commitment of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) to support innovative, multidisciplinary, interactive, and synergistic program project grant applications and to announce policy revisions regarding the budget limits and number of renewals allowed under NICHD’s P01 program.

P01 Policy Update

Effective with the September 25, 2013 application due date and thereafter, the following policy changes will be implemented for NICHD P01 applications:

  • The previous budget cap of $750,000 (direct costs) for new NICHD P01 applications will no longer apply.
  • Application budgets need to reflect the actual needs of the proposed program project. It is strongly recommended that potential applicants consult NICHD staff about their anticipated budget very early in the planning stage and a minimum of 12 weeks before submission of an application.
  • Applications requesting more than $1million (direct costs) per year, or requesting inflationary increases for the noncompeting years or for renewals should have compelling budget justifications.
  • The total length of support for P01 grants will be limited to 10 years, i.e., only one renewal will be awarded.
  • P01 applications will be submitted electronically via Grants.gov, in accordance with NIH-wide plans for transition to electronic submission.

Current P01 awardees are strongly encouraged to contact the NICHD program official identified on their most recent Notice of Award for further information and to discuss future options which may include the transition from support under the P01 mechanism to support under other investigator-initiated grant mechanisms or submission of a new P01 application with significant changes in scope and direction and, when appropriate, changes in individual project leadership. The policy updates described in this Notice were formulated after extensive discussion within NICHD and in consideration of NICHD s strategic vision and commitment to support research that is both highly meritorious and innovative within existing budgetary constraints. The new policies do not apply to applications submitted in response to Requests for Applications (RFAs). For all program project (P01) grant applications requesting $500,000 or more in direct costs (exclusive of any consortium F&A costs) for any year, the applicant must: 1) contact NICHD program staff at least 6 weeks before submitting the application; 2) obtain agreement that NICHD will accept the application for review and subsequent consideration for award; and 3) include a cover letter with the application identifying the NICHD staff member who agreed to accept assignment of the application.
