The Intramural Research Program (IRP), National Institute on Drug 
Abuse, National Institutes of Health plans to solicit proposals from 
qualified organizations to provide scientific, technical, laboratory, 
and administrative personnel to conduct and support collaborative 
research.  The objective of this contract is to provide the IRP with a 
core component of staff to satisfy the immediate requirements necessary 
to maintain the Neuroimaging Research Branch.  The core staff consists 
of the following positions: On-Site Laboratory Manager, Cyclotron 
Engineer/Operator, Synthetic Organic Chemist, Magnetic Resonance 
Imaging (MRI) operator, and a Research Biochemical Pharmacologist. 
Offerors will be required to possess Animal Welfare Assurance issued by 
the Office of Laboratory Animal Welfare, NIH. In addition, the 
contractor must have the expertise and legal support necessary to 
process complex visa applications. The contractor must perform services 
at the IRP/NIDA located on the Johns Hopkins Bayview Medical Center 
Campus located in Baltimore, Maryland.  We anticipate the award of a 5-
year cost reimbursement type contract as a result of this solicitation. 
We plan to issue RFP No. NO1DA-4-9905 electronically on or about April 
6, 2004.  You can access the RFP though the FedBizOpps (URL: 
http://www.fedbizopps.gov) or through the NIDA website at 
(URL:http://www.nida.nih.gov/RFP/RFPList.html). Please note that NIDA 
will streamline the RFP for this acquisition to include only the 
workstatement, deliverables, reporting requirements, special 
requirement, mandatory qualifications, technical evaluation criteria 
and other necessary proposal preparation instructions.  However, NIDA 
will make all information required for submission of an offer 
accessible through the streamline electronic RFP package.  Response to 
the RFP will be due on or about May 21, 2004.  NIDA will consider 
proposal submitted by any responsible offeror.  This advertisement does 
not commit the government to award a contract.
