ADMINISTRATIVE SUPPLEMENTS FOR THE STUDY OF DRUG ABUSE AND HIV/AIDS

National Institute on Drug Abuse

PURPOSE

The National Institute on Drug Abuse (NIDA) announces the availability of 
funds to administratively supplement existing federal research project grants 
for the study of issues related to drug abuse and HIV/AIDS.  In an effort to 
improve and expand its research on drug abuse-related aspects of HIV/AIDS, 
NIDA will consider requests from current NIDA/NIH grantees and those 
supported by other federal agencies (e.g., the National Science Foundation 
(NSF), the Health Resources and Services Administration (HRSA), the 
Department of Defense (DOD), the National Institute of Justice (NIJ), the 
Department of Education (ED), to expand and/or enhance ongoing research to 
include drug use related HIV/AIDS issues.  The primary intent of this program 
is to encourage grantees who have not focused on drug use-related HIV/AIDS 
issues to do so, thus recognizing that drug abuse and HIV/AIDS are two 
diseases that often co-occur and interact and that must be prevented and 
treated together and in parallel.  Projects that currently focus solely on 
either AIDS-related or drug abuse issues are encouraged to strengthen efforts 
in the complementary area.  Thus, grantees are encouraged to examine for 
HIV/AIDS relevance ongoing drug abuse research projects which may not have 
been designed to examine AIDS-related issues.  Similarly, those doing AIDS 
research, but who have not investigated how drugs of abuse may act within 
their area of investigation, are encouraged to think about these issues and 
consider submitting an application.  Examples of areas of programmatic 
interest to NIDA are available at the following website:

inclusive.  Inquiries are encouraged regarding these examples and other areas 
that are not addressed.

SPECIAL REQUIREMENTS

Budget/Administrative Issues

For FY 2000, approximately $1,000,000 will be available for funding of 
administrative research supplements to existing federal grant projects.  
Subject to availability of funds, similar amounts will be made available in 
future years.

Administrative supplements are provide to cover unanticipated cost increases 
that are associated with achieving the objectives within the original scope 
of a project, and include cost increases that result from making 
modifications in a project in order to take advantage of opportunities that 
would increase the value of the project consistent with its originally 
recommended objectives and purposes.  Administrative supplemental funding to 
NIDA grants is generally limited to 25 percent of the Council-recommended 
direct costs of the project or $100,000, whichever is less.  This limitation 
does not apply to grants from other NIH Institutes or organizations, although 
these other grant authorities may impose their own restrictions.  These 
applications undergo program, grants management, and budget review within 
NIDA.  Sometimes an application for an administrative supplement is 
considered to be more appropriate for a competitive supplement.  If this is 
judged to be the case, the Principal Investigator and applicant institution 
will be notified as soon as possible.  An original and two copies of the 
application must be received in the Grants Management Branch (see address 
below) by August 1, 2000, in order to be considered eligible for these funds.

Supplements may not exceed the stated life of the parent project.  Parent 
grants that would require or be in the status of no-additional-cost extension 
during the supplement period will not be eligible for supplementation.  
Administrative supplements may not alter the scope of the parent grant.  

Applicants from outside NIDA must inform their Program Officer at their 
granting federal agency with respect to their intention to submit an 
application for these supplements and must submit with the application a 
letter from the granting agency stating that (1) the proposed supplement is 
judged to fit within the scope of the funded grant, and (2) the granting 
agency is willing to accept the supplement if funding by NIDA is offered.  
The letter must include the name and contact information for the Project 
Officer at the granting agency.  A copy of the letter must be sent to the 
NIDA Center on AIDS and Other Medical Consequences of Drug Abuse at the 
address listed below.  Also, for applicants for supplements to non-NIDA 
grants, a copy of the funded application for the parent grant and the summary 
statement must be included with the supplement application.

Applicants for supplements to NIDA parent grants are requested to inform 
their Program Officer with respect to their intention to submit an 
application for these supplements and to submit with the application a letter 
identifying their NIDA Program Officer and stating that per contact with 
him/her the proposed supplement is judged to fit within the scope of the 
funded grant.  Those applications that fit within the scope of the parent 
grant are evaluated by NIDA staff using the criteria listed below.

Every supplement application submitted will be assigned to a NIDA Program 
Officer, who will then be the primary contact with NIDA for the applicant 
regarding programmatic issues and the status of the application.  In the case 
of those with NIDA parent grants, the Program Officer will most likely be the 
same as on the parent grant.  In the case of those with non-NIDA parent 
grants, the NIDA Program Officer will be assigned on the basis of the content 
of the application and will be asked to establish contact with the applicant.

REVIEW CONSIDERATION	

Applications will be evaluated by NIDA staff.  Review criteria include:

-  Potential significance of the proposed work to the area of drug abuse 
related aspects of HIV/AIDS;
-  Feasibility of the research plan; and
-  Consistency of the proposed work with the originally approved objectives.

Supplement applications are to be submitted on the grant application form PHS 
398 (rev. 4/98).  Application kits are available at most institutional 
offices of sponsored research and may be obtained from the Division of 
Extramural Outreach and Information Resources, National Institutes of Health,

Submit a signed typewritten original of the application, including the 
Checklist, and two signed photocopies to:

To be eligible for consideration for these FY 2000 funds, administrative 
supplement applications must be received by August 1, 2000.  Applications for 
administrative supplements may be submitted any time during FY 200 before the 
August 1, 2000 deadline.  Such applications will receive a review with one of 
the following four possible outcomes:  (1) recommendation for funding, (2) 
recommendation for not being funded, (3) suggestion for resubmission as a 
competitive supplement application, or (4) deferral for later consideration 
with remaining administrative supplements.  If an administrative supplement 
application for these funds is received after August 1, 2000, it will be 
returned to the applicant without review.
