DESCRIPTION

The Division of Allergy, Immunology and Transplantation (DAIT) of the 
National Institute of Allergy and Infectious Diseases (NIAID), National 
Institutes of Health (NIH), DHHS is soliciting offers from organizations with 
the expertise to establish an Animal Studies Consortium. The Animal Studies 
Consortium will be one of three components of an Atopic Dermatitis Vaccinia 
Network.  The Network will have three components:  a Clinical Studies 
Consortium, an Animal Studies Consortium, and a Statistical and Data 
Coordinating Center.  Each component will be synopsized individually and 
awarded under a separate contract.  This notice is soliciting offers for the 
Animal Studies component of The Network only.  The Animal Studies Consortium 
will use state-of-the-art technology to define the functions of the immune 
system in mice or other animal models of atopic dermatitis (AD), and then to 
determine the immune response of these mice to vaccinia and surrogate 
viruses.  These studies should provide important information for the future 
design of safer and more effective vaccines for AD patients.  The tasks that 
the Animal Studies Consortium must fulfill will be coordinated with the 
Clinical Studies Consortium and the Statistical and Data Coordinating Center.  
Organizations capable of fulfilling this effort, at a minimum, must be able 
to:  1) Establish an Animal Studies Consortium consisting of institutions 
capable of providing the scientific and administrative expertise necessary to 
perform studies in animal models of AD.  2) Manage an organizational plan 
that must include processes for: a) establishing research priorities; b) 
reviewing, modifying, approving and disapproving research studies; c) 
allocating resources; d) monitoring and evaluating progress and performance; 
e) redirecting scientific focus and reallocating resources; and f) 
establishing and maintaining effective working relationships.  3) Provide 
input to a Network Executive Committee capable of being the governing body of 
the Network for all three components. 4) Design protocols and conduct animal 
studies that:  a) utilize existing and newly developed mouse or other animal 
models to evaluate immune and gene expression responses following viral 
challenge with vaccinia or surrogate viruses; and b) correlate the results of 
these studies with those being performed by the Clinical Studies Consortium.  
5) Provide appropriate resources critical to scientific and technical support 
in a cost-effective manner and be prepared to access bio-containment 
facilities should the need arise.  6) Ensure an orderly transition of 
contract-related activities and materials to a successor Contractor or the 
Government at contract completion.  

It is anticipated that one (1) cost reimbursement, completion type contract 
will be awarded for a period of five (5) years, beginning approximately on 
February 17, 2004.

RFP NIH-NIAID-DAIT-04-07 will be available electronically on or about April 
18, 2003, and may be accessed through the NIAID Contract Management Branch

posted on FedBizOpps at  http://www.fedbizopps.gov/.  Only electronic copies 
of the solicitation are available.  The NAICS Code applicable to this 
requirement is 541710.  The small business size standard is 500 employees.  
Subcontracting is encouraged.  Responses to this RFP will be due on July 28, 
2003. Any responsible offeror may submit a proposal for consideration by the 
Government. This advertisement does not commit the Government to award a
